An approach for Coordinate Voltage-VAR Control based on distributed hierarchical architecture

Coordinated Voltage-VAR Control of power systems under normal operating conditions has a conventional hierarchical structure based on three basic recognized levels. All approaches include a primary control level formed by automatic voltage controllers of synchronous generators which apply specific field excitation voltages in order to follow as quickly as possible the reference values assigned to voltage nodes where these controllers have been installed. As a secondary level, there are regional controllers which are responsible to generate online fine adjusts to the reference values of their own primary controllers aiming to reach a specific reactive power distribution in the network considering some directives from the tertiary level. This top level usually solves an economic optimization problem which promotes periodic control signals finding an economic network profit such as transport energy loss reduction or less-cost energy generation.

In this presentation, a distributed hierarchical control scheme to coordinate voltage-VAR control on the New England 39-nodes system is proposed. The secondary stage of this architecture includes predictive controllers which use approximated models of regional system. These controllers can simultaneously act on voltage levels and reactive power distribution to keep all node voltages into a proper operation band. Performance of this distributed controller is compared with centralized, decentralized, and conventional coordinated voltage control strategies under same electric disturbances.
